I have had success with spraying it with compressed air from a can. The fineness will protect the chrome from being scraped up but to really help the pipe look good as new or to help clean up the scrapes from previous failed cleaning attempts whoops pick up some chromemetal polish. Here is what I suggest. Melted plastic removal have found best to keep away from mechanical scrubbing etc best result using heat gun heat up plastic rubber ect then scrape remove with plastic type egg flip polish after. I had the same type of problem with an entire plastic bag melted onto one of my Mustangs exhaust pipes.

Which you can buy in most hardware stores. Oven cleaner some times works also. Spray directly on spot and wipe with a microfiber cloth.
